Oulu Takes Centre Stage: Finland’s Cultural Capital 2026 Makes Its India Debut
By our Editorial Desk
When a city crowned European Capital of Culture sets its sights on India, the travel trade takes notice. Oulu, Finland’s fifth-largest city and the newly anointed cultural capital for 2026, made a compelling pitch to Indian travel professionals at a workshop in New Delhi on September 4, supported by the Embassy of Finland and helmed by Papori Bharati, India Representative for Visit Oulu .

The timing is impeccable. Finland is witnessing an unprecedented surge in Indian arrivals—Lapland recorded an 89% increase in Indian overnight stays in 2024, followed by a further 20% growth in 2025 . Among Nordic countries, Finland leads in Indian overnight stays, reflecting strong brand recall and trust .
Oulu, however, offers something distinctly different from the aurora-chasing crowds of the far north. The city has been recognised by National Geographic as one of the world’s top 25 destinations for 2026, celebrated for its “vibrant blend of northern culture, nature, and creativity—from Sami art and Arctic cuisine to light festivals and new eco-art trails” .
For the B2B travel trade, Oulu’s value proposition is multifaceted. The city sits at the crossroads of modern innovation (a major high-tech centre with Europe’s cleanest air) and authentic Arctic experiences . The Pohjola Route—a 900-kilometre scenic drive through northern Finland’s forests, lakes, and fells—presents a ready-to-package itinerary for luxury and experiential operators . Add to this the UNESCO-listed Rokua Geopark, Syöte National Park’s year-round outdoor activities, and the quirky Air Guitar World Championships, and you have a portfolio that caters to diverse traveller psychographics.
Accessibility has been a key concern for Indian outbound operators. Oulu Airport (OUL) is easily reached via Helsinki with multiple daily flights. In a significant development, airBaltic launched five direct weekly flights between Oulu and Riga in March 2026, providing seamless connections to major European hubs and positioning Oulu as a gateway to the Nordic region .
The workshop in Delhi was part of a larger Finland-India tourism showcase that spanned Mumbai, Ahmedabad, and Delhi, featuring 22 Finnish stakeholders—the largest-ever delegation for such an event . With India’s outbound MICE market projected to hit USD 13.4 billion by 2031, destinations like Oulu are strategically positioning themselves to capture this high-value segment.
As Papori Bharati, drawing on her 32 years of industry experience, continues to bridge the Finland-India tourism corridor, Oulu’s message is clear: the capital of Northern Finland is open for business, and Indian travellers are invited to discover a side of the Arctic that few have seen .
