Ladakh Mulls Single Permit to Boost Foreign Tourism
The Ladakh administration has initiated a review of the Protected Area Permit (PAP) and Restricted Area Permit (RAP) framework for foreign tourists, with the possibility of introducing a single PAP for the entire Union Territory, excluding specifically restricted areas.
Chief Secretary Ashish Kundra chaired a high-level meeting in Leh to examine measures aimed at making the permit system more convenient while maintaining security requirements. Administrative Secretary Sanjit Rodrigues presented an overview of the existing permit regime, including geographical coverage and restricted zones across northern and eastern Ladakh.

The proposed single permit would reduce procedural complexities for foreign visitors, potentially boosting tourism inflows to the strategically sensitive Himalayan region. The move aligns with broader efforts to strengthen tourism access and destination development in India’s frontier and mountain regions while balancing growth with security considerations.
