Budget 2026’s Prescription: India Bets Big on Five ‘Medi-Hubs’ to Become World’s Healthcare Destination

In a strategic push to capture a larger share of the global medical tourism market, Finance Minister Nirmala Sitharaman used the Union Budget 2026 to prescribe a major new initiative: the creation of five state-supported regional medical tourism hubs.

Designed as integrated healthcare ecosystems, these hubs aim to consolidate world-class hospitals, advanced diagnostics, post-treatment rehabilitation, and traditional AYUSH systems under a single umbrella. The goal is to offer international patients seamless, end-to-end care, leveraging India’s established advantages of high-quality treatment at significantly lower costs.

Announcing the scheme, Sitharaman stated, “To promote India as a hub for medical tourism services, I propose to launch a scheme to support states in establishing five regional medical hubs in partnership with the private sector.”

The move has been welcomed by industry leaders who see it as a game-changer. Abhay Soi, Chairman of Max Healthcare, called it a “timely and strategic step,” highlighting India’s unique position due to its skilled doctors and cost advantage. He emphasized that public-private partnerships (PPPs) would be critical to the hubs’ success.

Echoing the sentiment, Gautam Khanna, CEO of P.D. Hinduja Hospital, said the proposal would give a “huge boost” to the industry, enabling India to deliver quality healthcare at scale by integrating all medical services into one hub.

Beyond attracting foreign patients and generating valuable foreign exchange, the scheme is projected to be a significant job-creation engine. It is expected to spur employment across the entire healthcare value chain, from doctors and nurses to technicians and support staff, further solidifying the sector’s role in India’s economic growth.

This ambitious plan positions India to directly compete with established medical tourism destinations, signaling a confident step towards becoming a global leader in “medical value travel” while simultaneously strengthening the domestic healthcare infrastructure.
